There is a legal limit of $1,000 for handyman work, above which, a contractor’s license is required.
This “buyer beware” law was established by the state to protect consumers. The law has the correct presumption that bigger jobs require more expertise and legal and financial solidity, which Licensed Contractors have to have in order to be licensed.
Because of serious financial and shoddy work scams, especially targeting seniors in recent years, the Legislature and Regulated Industries Complaint Office (RICO) have now broadened the law to make it a Class B or C Felony to willfully evade the unlicensed contractor law.
For example, a person can’t deceptively tell you, or advertise, they are licensed and only be referring to a Driver’s License or a G.E. Tax License to fool trusting or confused homeowners.
They can’t lie to you and evade the law by separating the labor and materials (i.e. $999 labor and then the amount of materials); or separating the work into different rooms (i.e. bathroom 1, bathroom 2, kitchen, deck, car port, etc.), or offer to not include state G.E. Tax if you pay in cash.
They can’t fraudulently show you a business card with a Licensed Contractor’s name and number, yet tell you to pay them instead of the contractor, especially in cash, often leaving customers ripped off and no way to track down the scammer.
Peters urges you to ALWAYS get the proposed scope of work, cost, payment terms, and the person’s true identity in writing.

He says Hawaii clients trying to save a buck can end up penny wise and very dollar foolish when their insurance company refuses to pay for the 10 floors of flooded condos below, or a fire.
